THE ANNUAL GENERAL MEETING OF DYMCHURCH PARISH COUNCIL was held on MONDAY, MAY 16th 2011 in the Parish Council Chamber.

PRESENT: Chairman Cllr Terry Preston; Cllr Joyce Cockerill, Cllr. Alan Davis, Cllr. Tom Gibbs, Cllr. Shirley Maile, Cllr. Ian Meyers, Cllr. Terry Mullard, Cllr. Russell Tillson, Cllr. Diane Wilson, Cllr. Roger Wilkins.
6 members of the public were present.

APOLOGIES:
None.

CHAIRMAN’S REPORT:
The Chairman, Cllr. Terry Preston clarified his own position and stated he was standing down from being a parish councillor. He thanked councillors for their support over the years.

DECLARATIONS OF ACCEPTANCE OF OFFICE AND REGISTRATION OF INTERESTS:
All councillors completed declarations of acceptance of office and submitted registration of interest forms.

MINUTES:
Minutes of the meeting held on 10th May, 2010 were signed as a true receord.

ELECTION OF CHAIRMAN:
Proposed by Cllr. Cockerill that Cllr Wilkins be nominated as chairman, seconded by Cllr. Mullard.
Proposed by Cllr. Wilson that Cllr Gibbs be nominated as chairman, seconded by Cllr. Meyers.
Cllrs. requested a secret ballot and voted accordingly.

Voting: For Cllr. Wilkins - 5
For Cllr. Gibbs - 4
Cllr. Wilkins was elected Chairman of Dymchurch Parish Council

DECLARATION OF ACCEPTANCE OF OFFICE:
Chairman, Cllr. Wilkins, signed the Declaration of Acceptance of Office.

ELECTION OF VICE-CHAIRMAN:
Proposed by Cllr. Mullard, seconded by Cllr. Maile, that Cllr. Cockerill be vice-chairman.
Proposed by Cllr. Gibbs, seconded by Cllr. Wilson, that Cllr. Meyers be vice-chairman.
Cllrs. requested a secret ballot and voted accordingly.
Voting: For Cllr. Cockerill - 5
For Cllr. Meyers - 4
Cllr. Cockerill was elected as vice-chairman.

TREASURER’S REPORT:
The Statement of Accounts was tabled and is subject to audit.
As at 31 March, 2011 the accounts were:
NS&I £ 63,955
Bus a/c 10,106
Current a/c 19,018


AUTHORISATION OF CHAIRMAN’S ALLOWANCE:
Proposed by Cllr. Cockerill, seconded by Cllr. Davis , that the Chairman’s expenses be in accordance to budget provision for 2011/12.
Proposed by Cllr. Meyers, seconded by Cllr. Wilson, that the chairman’s expenses should not increase from last financial years’ budget provision.
Cllr. Meyers proposal was voted on:
Voting: For:5 Against: 2 Abstentions: 2
The Chairman abstained from voting. The chairman’s allowance for this year will be £370.

APPOINTMENT OF WORKING GROUP MEMBERS:
Proposed by Cllr Wilkins, seconded by Cllr. Davis, and carried by unanimous agreement, that the following working groups remain operational and membership to be as follows: (Spokesperson for the working group is highlighted in bold type).

BULL’S FIELD (Cllrs: Gibbs, Cockerill, Tillson, Wilson).
PERSONNEL and HEALTH & SAFETY (Cllrs: Cockerill, Maile, Mullard, Gibbs)
RECREATION GROUND (Cllrs: Davis, Wilkins, Mullard, Meyers)
SEAWALL/BEACH ADVISORY COMMITTEE (Cllrs: Tillson, Cockerill, Davis)
STRATEGIC PLANNING ( Cllrs: Davis, Tillson, Cockerill, Wilson)
Chairman, DPC, ex-officio member of all Working Groups.

APPOINTMENT OF REPRESENTATIVES TO OUTSIDE MEETINGS:

APPOINTMENT OF ROMNEY MARSH NETWORK REPRESENTATIVE::
Proposed by Cllr. Tillson, seconded by Cllr. Wilkins, that Terry Preston represent DPC and report back accordingly. Carried.

APPOINTMENT OF POLICE LIAISON COMMITTEE REPRESENTATIVES::
Cllr. Davis and Cllr. Wilson

APPOINTMENT OF SHEPWAY PLANNING USERS GROUP REPRESENTATIVE:
Cllr. Mullard.

APPOINTMENT OF DUNGENESS STAKEHOLDER GROUP REPRESENTATIVE:
Cllr. Tillson proposed that Terry Preston represent DPC, this was seconded by Cllr. Wilkins.
Cllr. Meyers specifically requested to represent DPC.
Agreed, Cllr. Meyers to represent DPC.


The Chairman closed the AGM at 20.22
